You want to be a tutor in what field? I hope you don't say teaching english cause your spelling and grammar skills could use some tutoring. But then again a foreigner teaching english in Thailand, Korea or China is akin to being a french fry man at McDonalds (any hi skool klod can do it).

With your degree and experience I would try international schools or private schools it will pay more. The Thai school year at public schools is May to Oct and Nov to end of March.

If you're taking about Foreign Office in Thailand you need to visit Thailand and purchase the application and sit in a two-day exams, plus two oral interviews. Very competitive, rating like about 300 - 1. Worth a try though. Not sure whether you can apply via web these day but try the site below. The Office of the Civil Services represent most of the Thai government offices, but you'll find most of the Thai ministries have their own recruitment system.
