and wouldn't make a "physical" appearance unless they ask for an application

XYZ electronics - called to ask if hiring
Monster.com submitted resume/conducted job search

all three are acceptable

All (Most) jobs ask about prior criminal records. Most also do a background check.

You'll know if they ask you to sign a waiver to check your background information.

I have a misdemeanor myself (DUI). I didn't have a problem finding work. Just be honest. When filling applications, follow the instructions. If they want to know your background, state what you had. Nothing more. If they want an explanation, you can follow-up on their questions.

The worst thing you can do is lie. They'll find that out and you have no shot.

For housing, call up your local housing authority, they'll have a list of income-rate housing locations.

Well to be honest, he is in trouble if he doesn't know how to search for a job himself. Also, if he is just looking for a job without a degree, it is very difficult to earn that much money without experience of some sort. Maybe he should use the Internet to post his resume on an website. It strikes me as odd that a city Administrator doesn't have connections to land a job in another city, Especially if he was good at his job, word of mouth goes a long way. Sounds like he may have been layed off, or fired and has no good references. This is a difficult situation.
