There are really two parts to this. The first is why there are so many "Work from home" type of jobs posted. And the second is why there are a lack of quality jobs on sites like Hot Jobs and Monster.1) Most of the jobs you are referring to are some type of Multi-level Marketing or Network Marketing. These businesses are not ALL a big scam, but they certainly get a bad rap because of ads like these.
It's cheap and easy for people in the business to post tons of these ads so that's why we see so many.
2) The reason there's a lack of quality jobs on these services is because most jobs are filled long before there's a need to use an online service or newspaper.
If you have a certain field in mind, I would suggest finding companies in that field and looking for job postings on there website or contacting them in person.

Your best bet is to keep your original request simple (don't put in too many keywords right away) and sift through the results yourself. It takes forever to find and apply to jobs that work out the best for you. I'm in the middle of just such a search myself. Try looking into a major publication in your field (magazine, professional journal) and see what they have on their site for employment recommendations. Another good thing to do is check on University webpages. The big ones often have extensive lists set up to assist students in their searches, why not use it to your benefit as well?
