You can get a visitor visa for Dubai from the embassy of United Arab Republic for three months or more. After reaching Dubai search for the job there and if you find any suitable job you can ask the company to apply for your work permit and send it to India to you at your place. You must come back to India before the expiry of your visit visa if not renewed there. After coming to India you can go again to Dubai on your work permit which are usually of three years and are renewed after three years if desired by your employer to do so. YOU can not stay there on visit visa and work on the job, you must come back and again go back on work permit, this is a rule in whole of U.A.E.
