And they are not the person to contact anyway.Contact the School Superintendent's office and ask for the person who handles Secondary Education. Usually each district has a person who handles teacher hirings and this is the person to contact.
go to the fair and put on your best face. Carry a resume, but don't offer it until after you have talked to someone. Resume's get you an interview, so why give it up front face to face? AFtrer the fact, it will help them to remember you.
Don't stop sending resumes to schools, especially PRIVATE schools.

Hi, few years ago it was at least one program for international teachers that I know of; it was GEO program in Chicago. Chicago does not have it anymore.I do not know if there are other similar programs in US. I do not think so. Just in case, e-mail and ask to the "board of education" of all the big cities in US.
If you were knowing a Physics teacher who knows English and Spanish - then it were probably possible to find some school district that can give you H1 visa.
You may try private school who want you to know English and your native language...

I did this a few years ago.... just get a couple of your closest co-workers to write you letters of recommendation... and ask them to keep their mouths shut about it.....Most interviewers call references AFTER the interviews.... so, if you get an interview, tell them the honest truth... say, "If you're interested in hiring me can you let me know so I can give my principal a "heads up" the s/he may be getting a call from you." Tell them why-- they will understand.
