Hard to tell from your wording, but it sounds like your company doesn't want to spring for placing ads on sites like Dice or Monster. If that's the case, try LinkedIn for networking. It's free, and a lot of IT professionals use it.

You might also try other networks. MySpace and Face Book would be my first choices.

And once you find some people, treat them well. A good reputation will get you known and remembered.

So will a bad one, but with different results...

It generally means the people who know how a system works and can fix it when it breaks, as opposed to the people who know how to use a system to get what a client wants. These are usually computer-types, but they could also be more mechanically-inclined.

If you can stomach sales, they usually like to see a teaching background. The assumption is you like to talk to people and are persuasive in your presentations. Other than that apply for anything that catches your eye and you think you might enjoy doing. Since the economy is in bad shape, it's difficult for new graduates in general, so don't take it personally.
