USA is not a great place to look for a job right now. I think many employers would pass on him regardless of his skill level because, well he would be taking jobs away from Americans.
His education may or may not be recognized by companies. I know an engineer from another country but no one would recognize his degree so he ended up working fast food!

Apply to anything in the petroleum industry. Even if it's just office work - it's the professional environment experience that counts as well as the knowledge.

If you can't get into that, then try almost any engineering firm. They share a lot of the same business practices and having this sort of experience would be useful.

You aren't currently in a position to do any real chemical work, so unfortunately right now all you can do is get your foot in the door somewhere.

Contact the universty and ask them. You usually need to provide certified copies and contact numbers and may need to answer questions about what you can do.

I don't think there is anything wrong to go back to chemical engineering. What you do need is a good explanation of what you did in the four years you were not in the profession. As long as you can explain things to the prospective employers, and what you did was actually a worthwhile effort (not things like "finding yourself", "traveling in Asia", "living off Daddy's money", etc.), people will give you the benefit of the doubt. In fact, if your work experience was strong, you will look even better than a new grad. Good luck!
