If you are British there is no obstacle to your relocating to France.
However at the moment the work situation for young graduates in any discipline in France is dire, especially if they are fresh from university. Unemployment is rife even for highly qualified or specialised French graduates, and many are stuck in jobs that do not even require a degree and bored to tears carrying out menial tasks without any prospects. Given the choice between employing someone who is a native and a newcomer from abroad who is "almost fluent", the likely-hood is that firms will pick the French candidates first. The chances of your being taken on by municipal local authorities in or near Paris are highly unlikely.

However most waste management enterprises in UK are originally French, and your best course is actually to apply to firms like SITA or VEOLIA in the UK mentioning that you would be prepared to get a placement in France. You should be able to get a list of contractors and enterprises dealing in environmental matters, and their addresses, in the UK from your university department, and you will have to research if they have headquarters in France or are subsidiaries of a French company. Unless you are Irish there are no exchange type programs for young people or recent grads such as between the UK and Australia. Your friends who worked in the aviation industry may have had some special skills or experience to qualify. In general it is very difficult to obtain a visa allowing you to work in the US, and as others note you get those by having an employment offer. Only if there are no qualified citizens or permanent residents can you be given such an offer.

In tourism management it's unlikely such a vacancy exists. The best obtion would be to find a US university offering a graduate program with perhaps a work experience portion, and get a student visa, which would allow such work as part of the program of study.

You would need to arrange this through some sort of a formal program, because normally you can't work in the U.S. without a work permit. Given high unemployment in the U.S. right now, such spots are hard to find, and they are unlikely to be in major cities. I recently read, for example, that the ski resorts in Vermont usually hire internationally for their seasonal jobs, but were not doing so this year due to the number of Americans needing jobs, even those which don't pay well.
