I'd guess you'd probably earn more in Singapore. How much you save will depend on lifestyle and what you get with your employment package e.g. if employer pays for accommodation you can save much more money. Dubai can be very cheap or very expensive. Singapore the same but for different items.

Above insults aside, HR can be hard to break into because so many people are trying. You can volunteer your clerical talents to different HR depts while you are looking so you can get some specific HR work. Also, working with a temp agency may work. Let them know you want to get into the HR field and they may be able to get you on some assignments in this department. They often want experience, so it may start in a lower job, like file clerk or receptionist.
