From their website, you need to be in the law school to be considered for the dual program. So, to answer your question, no you don't need to have work experience to get the J.D./MBA degree.

You apply during your second year of law school.

You need to be in good academic standing; I guess if you are, they accept you since you are good enough for their regular program

Many business schools have changed their curricula and offer many classes where previous work experience is used for educational purposes in the classrooms to provide personal examples, etc.

However, some business schools will admit student directly from undergraduate school.

However they are generally not the most prestigious and work experience is still a plus. Certianly worth going before getting some work experience but a case can be made for getting a bit as well. I think either option is valid.
