It seems that department stores hire those for the cosmetics/perfume counter, however, I believe that the they work on commission and it may be stressful if have quotas. The fashion industry is supposed to be quite competitive.

maybe she could start up a market stall for all her own made stuff to sell on their or if the rents to much for it could team up with a mate and pay half the rent each
or you could start to advertise them in the local papers up for sale and maybe to a garage sale where you could advertise for it and many people would come along that is interested!
best way to doo this is to get her items advertised in the most possible ways
if thi is not working search the net for part time jobs many companies would love her own participation.

Go for the independant shop idea...or a dress makers. Thousands of girls every year want to get into fashion and i wouldn't be suprised if 98% are dissapointed.
