You may need to lower your expectations. Even though you have a master's degree you may take a very low level/entry level position in an HR department and build from their. I would recommend taking anything in HR that you can get, no matter how lowly, and then plan on moving up by changing jobs a couple of times in the next 3-5 years as you get your experience.
